The first intergovernmental meeting for the
preparation of a legal
framework for the Protection and Sustainable Development
of Mountain
Regions in South Eastern Europe will be held in Bolzano,
Italy, on 3-4
November 2006. The meeting is organised by UNEP, in cooperation
with the
European Academy (EURAC) and the Balkan Foundation for Sustainable
Development (BFSD). The purpose of the meeting is to discuss
the draft
elements for the Framework Convention that have been prepared
by BFSD. The
meeting will be hosted by EURAC with the support of the Italian
Ministry of
the Environment and Territory and of the Central European
Initiative (CEI),
in the framework of the Mountain Partnership.

Advisory
Board Meeting
Vienna, Austria - 31.10.2006
In 2006 the ENVSEC Initiative has been strengthened
with the addition of
two new partners, REC and UNECE, and the geographic scope
of the Initiative
has broadened to cover Eastern Europe: Belarus, Moldova and
Ukraine. In
Central Asia, the Initiative has started two new assessment
projects to
identify environmental risks for human security and ways
for strengthening
regional cooperation in the Eastern Caspian and Amu Darya
water basins.
Recently the ENVSEC Partners also started the assessment
and verification
of mining hotspots in South Eastern Europe and work towards
in-depth
environment and security assessments in the areas of frozen
conflicts in
the Southern Caucasus.These and other interesting developments
of the
Initiative will be discussed at this year's ENVSEC Advisory
Board meeting,
which will will be organised in Vienna on the 31st of October.
This year
the Advisory Board meeting will bring together ENVSEC donor
countries and
partner organisations as well as other organisations working
in the field
of environment and security. The meeting will be hosted
by the Office of
the Co-ordinator of OSCE Economic and Environmental Activities.

Regional
Workshop "Network Development of Local Actors in the
Sava River Basin"
Terme “Jezercica” Donja Stubica,
Croatia
- 11-12.09.2006
An ENVSEC workshop which will be held in Croatia
on 11-12 September 2006 and is being organized with the support
of the OSCE Mission to Croatia.
The workshop is being organized
in co-operation with UNITAR (United Nations Institute for
Training and Research) and
will gather different local actors (local and regional
self-government officials, water suppliers, NGOs, and government
representatives)
from Croatia, Bosnia and Herzegovina, and Serbia, and will
be the starting point to create a Network of Local Actors
from the Sava River Basin on Water Resource Management.
During
the workshop, the Sava Commission will be presented, and
the participants will share experiences on natural resources
co-operation, flood control and navigation, and access
to finance.

4th
Regional Meeting of the Oblast Environmental Committees in
Ferghana Valley
Dushanbe, Tajikistan and Bratislava, Slovakia
- 11-12.07.2006
On 11-12 July, the
4th Regional Meeting of the Oblast Environmental Committees
in Ferghana Valley is held in
Dushanbe, Tajikistan.
The purpose of the meeting is to discuss the progress and
implementation process of the Environment and Security
Initiative (ENVSEC)
in Ferghana Valley. It will:
- To review the progress in the development
and implementation of the ENVSEC Ferghana work programme
with the focus on the
final results of the REHRA project;
- To further identify and discuss concrete
measures for regular information exchange and communication
between ENVSEC Focal
Points and Programme Desk Officers. The meeting gathers representatives of local environmental
authorities and Ministries of Environment and Emergencies
from Kyrgyzstan, Tajikistan, OSCE, UNEP, UNDP, NATO,
and a number
of other stakeholders.
The meeting will look into the regional environmental
challenges from the point of view of human security
risks, and the
proposed ways to meet them. This edition of the Oblast
Committee meeting
will in detail examine the results of the project Rapid
Environmental Health Risk Assessment (UNEP), and discuss
its follow-up
actions together with the proposal for managing and
lowering the risks
assessed. Since the time of the Third regional meeting of Local Environmental
Authorities from the Ferghana valley in Bishkek, Kyrgyzstan
on 12-14 February (see News Archive), significant progress
has been made in the two projects on the Legacy of Uranium
Extraction and Environmental Security in Central Asia
(NATO), and the project on Natural Disasters Preparedness
of the
boarder communities in Ferghana Valley (UNDP), that were
initialized
there. Also Aarhus Centers (supported by OSCE) have seen
major development, and are a key component of the information
coordination
of the ENVSEC Initiative in the region.

Workshop
on Enhancing Transboundary Biodiversity Management in South
Eastern Europe
13-14.06.2006
The ENVSEC Workshop "Enhancing
Transboundary Biodiversity Management in
South Eastern Europe (SEE)" will be organised
in Podgorica, Montenegro on
13-14 June. The main objectives of the workshop are to review
the draft
assessment of transboundary mountain ecosystems in SEE, to
visualize and
recommend priority areas and to identify follow up action
required. The
workshop will bring together representatives of countries
from the region:
Albania, Croatia, Bosnia and Herzegovina, Bulgaria, Macedonia,
Serbia and
Montenegro, representatives of the United Nations Interim
Administration in
Kosovo (UNMIK), representatives of non-governmental organizations
and
further international experts and participants.
The workshop is financed by the Austrian Development
Agency as a part of a
regional ENVSEC SEE project and is organised by UNEP
and the Regional
Environmental Center Field Office in Montenegro.

Cooperation for the
Protection and Sustainable Development of Mountainous
Regions in South Eastern Europe

The Ministry of the Environment and Physical
Planning of Macedonia in
cooperation with the Balkan Foundation for Sustainable Development
(BFSD)
and the United Nations Environment Programme (UNEP) will
organise
Intergovernmental consultation on the "Cooperation
for the Protection and
Sustainable Development of Mountainous Regions in South Eastern
Europe
(Balkan region)", to be held in the National
Park Pelister, Republic of
Macedonia, from 12-13 May 2006. The meeting is organized
in cooperation
with the European Academy (EURAC) with the support of the
Italian Ministry
of the Environment and Territory, in the framework of the
Mountain
Partnership.
Following the Workshop on "Sharing the
Experience - Capacity Building on
Legal Instruments for the Protection and Sustainable Development
of
Mountainous Regions in South Eastern Europe",
held in Bolzano, Italy, from
12-13 December 2005, the main objective of this meeting is
to continue to
identify the fields of and tools for enhanced cooperation
for the
protection and sustainable development of mountainous regions
in
South-Eastern Europe (Balkan region).

Training
in Environmental Diplomacy
Geneva Switzerland - 26.08-10.09.2006
The first Training Course
in Environmental Diplomacy will be held in Geneva
from 26 August 2006 through 10 September 2006.
The objective of this joint UNEP/UNITAR/University
of Geneva programme is
to teach the skills necessary to participate in international
negotiations
in environment, sustainable development and related fields
to present or
future diplomats, negotiators, policy and decision makers
in governments,
regional intergovernmental bodies, local authorities, the
private sector,
NGOs, trade unions and UN bodies. Practical information
about the
Environmental Diplomacy Training Course and modalities
for application are
included in the brochure. The deadline for application
is 31 May 2006.

Regional workshop on Natural disasters
preparedness in Ferghana Valley
Ala-Archa Residence, Bishkek,
Kyrgyzstan - 14.02.2006
On 14 February, representatives
from central and local Ministries of Emergencies of Kyrgyzstan
and Tajikistan, Aarhus Centers,
OSCE, UNDP, and UNEP met in Bishkek, Kyrgyzstan to discuss
the mitigation of risks posed by natural disasters in the
Ferghana Valley. Specifically, the issues were discussed
in the context of the UNDP project inception on natural
disaster preparedness for communities in high-risk districts
in the Ferghana Valley.
The objectives of the workshop were to:
- Present the regional UNDP project and its national
sub-projects for Kyrgyzstan and Tajikistan on preparedness
to natural
disasters on local level in boarder regions of Ferghana
valley countries;
- Endorse regional and
national work plans for 2006 and ensure coordination
with the on-going and planned
related
projects
implemented by other international and donor organizations.
Decisions were taken on the scope of work for
the year in the national projects in working groups of each
country.

Commitees

On 13 February, the 3rd Regional Meeting
of the Oblast Environmental Committees in Ferghana Valley
is held in Bishkek, Kyrgyzstan. The purpose of the meeting
is to discuss the progress and implementation process of
the Environment and Security
Initiative (ENVSEC) in Ferghana Valley. It will:
- Review the progress in the development and implementation
of the ENVSEC Ferghana work programme with the focus
on natural disasters, REHRA and NATO projects;
- Discuss the future programme development and prepare the
work plans for 2006;
- Discuss the strategy for regular information exchange and
communication between ENVSEC Focal Points and Programme
Desk Officers.
The
meeting gathers representatives of local environmental authorities
and Ministries of Environment and Emergencies
from Kyrgyzstan, Tajikistan, OSCE, UNEP, UNDP, NATO, and
a number of other stakeholders.
The meeting will look into the regional environmental
challenges from the point of view of human security risks,
and the
proposed ways to meet them. The challenges comprise of
industrial pollution hot-spots and radioactive waste
sites, coupled with the negative pressure on quality and
access
to water and land resources in areas with high potential
for conflict generation, and natural disasters hazards,
such as low intensity high frequency flooding and land-slides
in areas of high population density and agricultural
lands.
Since the time of the Second regional meeting
of Local Environmental Authorities from the Ferghana valley,
two more
regional projects
are about to start - the NATO project on the Legacy of
Uranium Extraction and Environmental Security in Central
Asia, and
the UNDP project on Natural Disasters Preparedness of the
boarder communities in Ferghana Valley. The first kick-off
meetings for these projects are held back-to-back to this
meeting, on 12 and 14 February respectively.

ENVSEC
Regional Desk Officers and a Coordination Officer
13.1.2006
The ENVSEC Management Board gathered in Vienna
on 19-20 December 2005 to
review the progress of the ENVSEC regional work programmes
and to discuss
the future implementation arrangements of the Initiative.
The Management
Board established a new ENVSEC Secreteriat (which replaces
the ENVSEC
Programme Management Unit) consisting of two bodies: (i)
a coordination
unit comprised of a Coordination Officer and Regional Desk
Officers from
the partner organizations, and (ii) an administrative unit
hosted by UNDP
Regional Centre for Europe and the CIS. The Secretariat will
report to the
ENVSEC Management Board.
The Management Board appointed Ms. Jasmina Bogdanovic (UNEP)
as the
Regional Desk Officer for South Eastern Europe, Mr. Nickolai
Denisov
(UNEP/GRID-ARENDAL) as the Regional Desk Officer for Eastern
Europe, Mr.
David Swalley (OSCE) as the Regional Desk Officer for the
Southern
Caucasus, Ms. Inkar Kadyrzhanova (UNDP) as the Regional
Desk Officer for
Central Asia and Ms. Marika Palosaari as the Coordination
Officer of the
Initiative. The new arrangements are effective from 1 January
2006.
At the 19-20 December Management
Board meeting, OSCE took over the rotating
chairmanship of the ENVSEC Initiative, the chair of the
ENVSEC Management
Board in 2006 is Mr. Bernard Snoy who is the Co-ordinator
of OSCE Economic
and Environmental Activities.
